During a Nyanza tour, Ruto addressed the Voice of Salvation and Healing Church, declaring ODM and his UDA as partners in government to carry forward Raila's legacy of reforms and development.
He pointed to projects like the Standard Gauge Railway extension to Kisumu and affordable housing jobs as steps Raila would have celebrated.
