Cecil Ouma, a 28-year-old
University of Technology Kenya alumnus and youth mobilizer, was shot in the
chest by a bodyguard attached to Principal Secretary Fikirini Jacobs inside the
PS's vehicle following a youth empowerment forum in Kariokor, Nairobi.
Ouma had organized about 60 youths for the event, where Jacobs provided KSh 10,000 to be shared among them, leading to a dispute over the small amount per person.
His body was dumped by the road and he was pronounced dead on arrival at Park Road Nursing Home due to excessive bleeding.
