Rogers, an
England international, will sign a six-year deal with an option for another
year after a medical on Monday.
The deal
came together through direct talks between Chelsea co-owner Behdad Eghbali and
Villa's Nassef Sawiris, with Middlesbrough earning £15m from a sell-on clause.
Meanwhile, Villa still want Chelsea striker Nicolas Jackson, who scored 11 goals on loan at Bayern last season and could fetch £60m-plus in a potential swap to help Chelsea with Profit and Sustainability Rules.
