but Russia and China vetoed it, arguing the sanctions lack legal basis after
Resolution 2231 expired in October 2025.
Pakistan and Somalia abstained, as no experts had been appointed in the past year due to member disagreements.
Iran's leaders celebrated the vetoes as rejecting coercion, though some expressed frustration with Pakistan's neutral stance, highlighting deepening UN divisions over Iran policy.
