China Proposes Export Curbs on AI, Solar and Biotech Tech

The Ministry of Commerce and Ministry of Science and Technology released a draft Friday adding 40 advanced technologies to China's export restriction list, including 23 AI items like large models and chip designs, 12 solar manufacturing processes, and five biomedicine platforms such as cell therapy.

Of these, 14 face outright bans and 26 restrictions to protect interests in defense and infrastructure, with public comments open until November 15 and immediate pre-export registration required. Officials call it routine management under trade law, exempting public-domain tech and allowing some international cooperation, as Taiwan also plans stricter AI chip controls to China.
