Kenya Proposes Selling Anonymized Public Data for Revenue

The Ministry of Information, Communications and the Digital Economy released its Draft National Data Governance Policy in May 2026, calling data a strategic national asset and proposing a state-run platform for aggregated, non-personal datasets from eCitizen and other sources.

A new council and office would manage sales with tiered pricing, targeting 1,000 datasets over five years to fund government needs while complying with the 2019 Data Protection Act.

While officials highlight economic boosts like those in Singapore, critics raise privacy fears over re-identification risks and question the push amid tax hikes.
