The
Independent Electoral and Boundaries Commission proposes rules requiring
candidates and parties to use dedicated campaign bank accounts, document all
donations including harambee collections, and ban foreign government funding.
Spending caps include Sh4.44 billion for
presidential hopefuls and Sh17.7 billion for parties overall, with IEBC
Chairperson Erastus Edung Ethekon leading public forums to refine the draft
before gazetting it by August.
While many praise the transparency push to finally implement the 2013 Act, others doubt even enforcement amid concerns over personal wealth and untraceable funds.
