and 100,000 shilling fines split between women and the revenue authority.
Minister
Barugahara Balaam Ateenyi backed it, joking that '1 minute is prohibited under
the rules of enjoyment,' while sex therapist guidelines peg 3-7 minutes as
adequate and 7-13 as ideal.
