Nairobi Governor Johnson Sakaja has announced a new administrative structure that divides the city into six boroughs and reorganizes Sub County and Ward Administrators in an effort to improve service delivery.

 On November 27, 2025, Nairobi Governor Johnson Sakaja unveiled a major administrative overhaul for the county, restructuring Nairobi into six distinct boroughs. This reform clusters the city's 17 sub-counties into larger administrative units, each overseen by a dedicated Borough Manager. The move also includes a reorganization of Sub-County and Ward Administrators to enhance coordination and accountability. Sakaja described the changes as a "historical moment" aimed at decentralizing governance, reducing bureaucratic delays, and making essential services—like waste management, health access, and infrastructure maintenance—more responsive and accessible to residents. The initiative draws inspiration from models in cities like New York and London, adapting them to Nairobi's scale to create "a working city that serves all its residents efficiently and effectively."

This builds on Sakaja's manifesto promises from his 2022 election campaign, where he first proposed dividing Nairobi into boroughs (initially five, later adjusted to six). Earlier efforts included budgetary allocations in 2023 (KSh 2 billion proposed) and technical subcommittee work in early 2024, but the full rollout occurred this week amid ongoing criticisms of service delivery bottlenecks at City Hall.
