The government also issued a six-month waiver for fees associated with the replacement of lost or damaged IDs and changes of particulars, effective from October 30, 2025, to April 2026.

  • President Ruto announced that the government has waived processing charges for first-time National Identification Card applicants, making them free of charge. The government also issued a six-month waiver for fees associated with the replacement of lost or damaged IDs and changes of particulars, effective from October 30, 2025, to April 2026.
First-time applicants: All Kenyans applying for a national ID for the first time will receive it at no cost.
Replacements and amendments: The KSh 1,000 fee for replacing a lost ID and charges for changing personal details have been suspended for a period of six months via a special gazette notice by Interior Cabinet Secretary Kipchumba Murkomen.
Reasoning: The waiver is intended to ensure all eligible citizens can obtain the vital document, which is necessary for accessing government services and voter registration, and to encourage greater civic participation.
Additional reforms: The government has also eliminated extra vetting requirements for ID applicants in border counties and scrapped authentication fees for birth certificates when applying for IDs and passports
