In a November 11, 2025, radio interview, Ugandan President Yoweri Museveni declared Uganda's entitlement to the Indian Ocean, likening it to a shared resource and warning of potential wars if access through Kenya is obstructed, amid stalled infrastructure talks on railways and pipelines. Kenya's government rejected the claims, affirming Uganda's transit rights under the UN Convention on the Law of the Sea while upholding its sovereignty. Activists alleged Ugandan soldiers assisted in suppressing Kenya's 2024 Gen Z protests, escalating regional tensions over borders and security cooperation.
