Ruto Proposes Tax Exemption for 1.5 Million Low-Income Kenyan Workers

The plan raises the tax-free threshold from KSh24,000 to KSh30,000, fully exempting over 1.5 million earners from PAYE while cutting the effective rate to 25 percent for 500,000 more up to KSh50,000. Ruto announced it in Nairobi speeches, saying in Swahili, 'Mtu analipwa mshahara ya 30k hakuna kulipa ushuru tena,' with Deputy President Kindiki adding a playful 'Ni Faya si Faya?' on X. A Tax Laws Amendment Bill heads to Parliament next week; if passed, it could boost take-home pay by hundreds or thousands of shillings monthly for many, amid debates on its timing before 2027 elections and offsets from other levies.
