Dangote Industries chose Lamu over Tanzania due to its deep-water port and larger fuel market, with soil testing and engineering already underway.
The facility, larger than Dangote's recent
Lagos plant, will process crude for Kenya, Uganda, Tanzania, and others,
reducing import reliance and creating thousands of jobs in construction and
operations.
Kenyan officials celebrated the investment as a sign of growing foreign interest, while Tanzania expressed disappointment but secured other projects like a power plant.
