A joint
advisory from the NSA, CISA, and FBI on September 8 named six Chinese
firms—DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI—for running
massive campaigns to extract capabilities from U.S. models like Claude, GPT,
Gemini, and Grok since late 2024.
Officials called it aggressive theft at industrial scale, likely known to the Chinese government, using proxies and multiple accounts to dodge detection and skip the huge costs of original research.
