The National Assembly approved the
Finance Bill 2026 Thursday evening with 122 votes in favor and 40 against,
removing New Clause 47A that required full payment of principal taxes for
appeals to proceed.
Proponents saw it as a way to curb
frivolous challenges and secure revenue, but critics like CPA Wachira Joseph
warned refunds from KRA were rarer than lightning strikes, potentially
crippling businesses.
The bill now heads to President
Ruto and aims to raise Sh120 billion for the 2026/27 budget through PAYE
adjustments and other measures, following heated debates fueled by opposition
from figures like Rigathi Gachagua.
